Network Pathways: Rethinking basic education at the local level
Network building and cooperative strategy development of Hessian municipalities regarding the local basic education situation
The "NetzWege" project works in and with municipalities to sustainably embed basic education within the local educational landscape, enabling more people to participate in basic education programs. The project collaborates with Arbeit und Leben Hessen (AuL) and involas – Institute for Vocational Education, Labor Market and Social Policy.

Target audience
- (Young) adults without a school leaving certificate and with basic education needs who are in the transition from school to work in the district of Darmstadt-Dieburg
- Mothers with German as a second or foreign language who have basic education needs, in the city of Offenbach
The project is geared towards local communities and social partnerships. It develops target group-specific basic education pathways and sustainably embeds basic education in local communities.
Goals
- Identifying and closing gaps in potential basic education learning pathways
- Anchoring basic education structures in already established municipal education landscapes
- Establishment of a municipal basic education network
- Systematization of the processes in order to make them transferable to other municipalities.
Content & Services
The project's starting point is an analysis of the structure and processes of municipal (basic) education programs. The analysis focuses on existing programs, gaps in these programs, and the potential learning pathways of the two target groups. These gaps and identified needs will be addressed to ensure that basic education becomes a long-term, integral part of the municipal educational landscape and educational policy activities.
How we will implement the project:
- Close cooperation with local education stakeholders
- Making basic education programs visible and linking them up in the two model municipalities
- Establishment of a municipal basic education network
- Development and consolidation of basic education pathways
- Development of consulting and guidance packages for municipalities and consultants
- Transfer of the municipal basic education strategy to other municipalities
Duration & Course
The project started on August 1, 2024 and has a duration of three years (until July 31, 2027).
Financial support
The project is funded by the "National Decade for Literacy and Basic Education." The Alpha Decade is a joint initiative of the federal government, the states, and socio-political partners. Its goal is to improve literacy skills and raise the level of basic education among adults in Germany between 2016 and 2026.
